A Class III gaming compact for the North Fork Rancheria of Mono Indians in California has been stalled amid opposition from rival tribes with existing casinos.

The state Assembly approved the compact. But a vote in the Senate has been delayed twice due to concerns about off-reservation gaming and threats to existing casinos.

"The concern is that we're being too generous," Chairwoman Elaine Bethel-Fink told The Los Angeles Times of the revenue sharing terms in the compact.

If the compact is ratified by the Legislature, it can be sent to the Bureau of Indian Affairs for review.
