Editorial: New York governor pulls fast one on gaming measure

Newspaper questions how Gov. Andrew Cuomo (D) pushed through gaming bills at the last minute in the New York Legislature:
Someday, students of Machiavellian political maneuvering will read about Gov. Andrew Cuomo’s push to legalize casino gambling in New York and the way he used the issue to wring money and concessions out of the state’s tribal gaming operators.

The latest act of Cuomo’s show was performed two weeks ago at the end of the legislative session, but is just now being exposed by Fort Ann’s own constitutional scholar and advocate, Robert Schulz.

What Schulz uncovered by digging into the legislative record is that the “messages of necessity” Cuomo employed to push through last-minute changes to two bills were misused, and when challenged, were mischaracterized.
