Switching tribes improves benefits for some

Indians looking for better services and benefits are finding them by switching tribal enrollment.

Per capita payments are an added bonus for some who switch. Charles Leno, 28, was a member of the Siletz Tribes but after enrolling with the Grand Ronde Tribes, he got a $4,000-$5,000 annual payment.

Lynn Holder, a demographer and director of the University of Washington tribal community partnership program, said people switch switch to tribes that have been economically successful.
