First Nations object to land development plan

A ceremony for a land development plan in Winnipeg, Manitoba, was hindered on Thursday when half of the First Nations leaders refused to sign.

The government invited 16 First Nations to approve the plan covering development on the east side of Lake Winnipeg. But only 8 signed as the holdouts said they needed more time to consider how the development would affect their rights.
