The Environmental Protection Agency issued a plan on Monday to strengthen monitoring of lead in drinking water.

The EPA will require utilities to notify homeowners of water tests and notify state and federal regulators before making changes in water treatment. The proposal affects all 161,000 water systems in the country.

According to the EPA, lead is a highly toxic metal that was used for many years in products found in and around homes. Even at low levels, lead may cause a range of health effects including behavioral problems and learning disabilities in children.
