Negotiations between the Quileute Tribe of Washington and the National Park Service have broken down, prompting the tribe to close a trail to a popular beach.

For the last 40 years, the tribe has been allowing tourists to use its land to get to Second Beach in Olympic National Park. But the tribe says it has never been adequately compensated. The tribe also says the park's boundary conflicts with the reservation's boundary.

The park service proposed a land swap to address the tribe's concerns. But the tribe recently found out that the exchange can't move forward because the land is within a wilderness area.
