JUNE 20, 2001 Voters of the Navajo Nation on Tuesday turned down a proposal to take over management of health care from the Indian Health Service. The vote was overwhelmingly against taking control: 16,255 versus 3,710. The proposed fiscal year 2002 budget for IHS anticipated a transfer.
