ITMA official says trust accounting vital

The head of the Inter-Tribal Monitoring Association says an historical accounting of Indian funds is needed if trust reform is to succeed.

Gregg Bourland, former chairman of the Cheyenne River Sioux Tribe of South Dakota, told The Sioux Falls Argus Leader that he welcomes new legislation aimed at fixing the problem. "It is one thing to go ahead and move the boxes around, which seems like what everybody wants to do, and create new divisions and department heads and put new people in place," he told the paper. "But until a full scale accounting takes place, those things will all be fruitless."

The bill was introduced Friday by Sens. Tom Daschle (D-S.D.), Tim Johnson (D-S.D.), John McCain (R-Ariz.) and Rep. Mark Udall (D-Colo.).
