The Westlands Water District in California is proposing to settle a lawsuit involving the Hoopa Valley Tribe and the federal government.

The tribe has treaty rights to the Trinity River. The Clinton administration in late 2000 announced a plan to restore flows to the river to help dwindling runs of fish.

But water users challenged the plan and won a federal court decision to block it. The Westlands Water District now says its settlement offer will provide water to the tribe and to farmers.

The Yurok Tribe also depends on the river.
