The Equal Employment Opportunity Commission (EEOC) ruled that the U.S. Commission on Civil Rights (USCCR) retaliated against a former worker who filed a discrimination complaint.

The EEOC awarded former staff solicitor Emma Monroig $150,000 for back pay, mental duress and attorneys' fees. The EEOC also said Monroig should be reinstated.

But the USCCR says it doesn't have money to pay the fees. Monroig's position has already been phased out.
