The Mandan, Hidatsa and Arikara Nation can't open a casino boat without changes in state law, according to North Dakota Attorney General Wayne Stenehjem.

The tribe wants to operate a boat on Lake Sakakawea. Stenehjem's opinion effectively concludes that the lake is not part of the Fort Berthold Reservation.
