Senate panel rejects Bush judge

On a straight party line vote, a Senate panel on Thursday rejected one of President Bush's judicial picks.

The Senate Judiciary Committee voted 10-9 against Priscilla R. Owen, currently a Texas Supreme Court Justice. Bush had nominated her for the 5th Circuit Court of Appeals.

Owen is the second judicial casualty. The Senate panel voted on party lines against Charles W. Pickering for the same appeals court.

The 5th Circuit hears cases affecting tribes Texas, Mississippi and Louisiana. It most recently ruled against two Texas tribes seeking to keep their casinos open.
