MARCH 20, 2001

Dobie Langenkamp on Monday told the Tulsa Kiwanis Club in Oklahoma that the Arctic National Wildlife Refuge should be opened for oil and gas development.

But when he was Deputy Assistant Secretary of Energy under President Jimmy Carter, he supported closing the refuge to development. He changed his mind because he says development can occur without harming the environment.

Langenkamp also says there are more important issues that Americans and environmentalists should worry about.
