The Mohegan Tribe of Connecticut is expected to reach a casino host agreement in western Massachusetts by the end of the month.

Once the agreement is complete, the town of Palmer can schedule a referendum. That's expected in September.

“I am sure that each community will approve a casino," council member Paul E. Burns told The Springfield Republican.

The tribe plans to spend $1 billion on the Mohegan Sun Palmer. The plan faces competition from MGM Resorts International, whose host agreement already won approval from voters in Springfield.

Hard Rock International, which is owned by the Seminole Tribe, has reached a host agreement for its casino bid in West Springfield. A referendum hasn't been set there.

The Massachusetts Gaming Commission expects to award a license for a single casino in the western region early next year.
