The Mohegan Tribe of Connecticut is running behind two competitors for a commercial casino in western Massachusetts.

The tribe plans to build the $1 billion Mohegan Sun Palmer in the town of Palmer. But the tribe hasn't signed a host agreement and the town hasn't scheduled a referendum as required by state law.

Meanwhile, voters in Springfield have already approved a host agreement with MGM Resorts International for an $800 million casino. And Hard Rock International, which is owned by the Seminole Tribe, has reached a host agreement with West Springfield for an $800 million.

The Massachusetts Gaming Commission expects to award a license for a single casino in the western region early next year.
