The Crow Tribe of Montana ended a development deal with a former tribal official because nothing ever happened, Chairman Carl Venne said.

Back in January 2003, Venne designated Ted Hogan as the tribe's "exclusive agent for securing development funding." But Hogan "never brought anything back to the tribe, so we never did anything," Venne told The Billings Gazette.

Hogan, who served two years in prison for a tribal corruption scandal, also prompted complaints from a woman who claims she invested $66,000 in the tribe and from an Indian landowner. The Bureau of Indian Affairs looked into a document Hogan signed with Venne purporting to identify Venne's interests in 2,000 acres on the Crow Reservation.
