An Indian mother has filed a state and federal complaint against the high school district in Arizona.

Lisa Blackhorse, the past president of the Tempe Union High School District's Native American Education Parent Committee, said the district isn't doing enough to promote programs for Indian students. She said parents are in the dark about services available for their children.

About 520 students participate in the district's Indian program. The schools receive about $100,000 in federal funds but Blackhorse says Indian parents weren't given an opportunity to help plan the program.
