Charges dropped for Red Cliff man who drummed at capitol






Authorities dropped disorderly conduct charges against a member of the Red Cliff Band of Lake Superior Chippewa who was cited for drumming inside the Wisconsin state capitol building last month.

Sam Morris was told to pay a $263 fine. But he played his drum as a prayer, not as a protest against a controversial mining bill that tribes oppose, his attorney said.

Morris plans to file a federal civil rights lawsuit against the state capitol police, the attorney said.
