ALBUQUERQUE, New Mexico -- "We have not really listened to tribal leaders," Lance Gumbs, the vice chairman of the Shinnecock Nation, says as he mounts his campaign for Vice President of the National Congress of American Indians, the largest inter-tribal advocacy organization in the United States.

The winning candidates will be sworn in on Friday, the final day of the convention.
