Tribe's company sues state for infringement

A company owned by the Blue Lake Rancheria in California is suing the state for allegedly infringing on tribal sovereignty.

Mainstay Business Solutions provides companies with employees but does not pay workers' compensation insurance. The state contends this practice is illegal and has been investigating Mainstay's clients. In one case, the state shut down and fined a company that used Mainstay.
