Lawyer: Tribe lacks authority 'over white people'


An attorney for a disgraced developer facing sanctions by tribal and state authorities says the Standing Rock Sioux Tribe's court has no authority over "over white people."

The tribal court held businessman Gary Minard in contempt and ordered him arrested in a civil case accusing him of defrauding the tribe of millions. But his attorney is asking the North Dakota Supreme Court to rule that the tribe has no jurisdiction over him.

That may not help because Minard is also wanted by the state of North Dakota. Attorney general Wayne Stenehjem is investigating Minard's charitable gaming organization for possible tax fraud. Stenehjem says Minard is not cooperating with the probe.
