Schwarzenegger issues plan to curb global warming

California Gov. Arnold Schwarzenegger (R) issued a plan on Wednesday aimed at curbing the greenhouse gas emissions believed to contribute to global warming.
Schwarzenegger said global warming is a real threat and must be attacked.
"I say the debate is over," he was quoted as saying in news reports.
The plan [
Executive Order] would reduce carbon dioxide and other heat-trapping gas emissions by 25 percent by 2020. It is entirely voluntary but it stricter than the Bush administration's greenhouse gas plan. The White House has been careful not to say that humans are contributing to global warming.
