Report cites poor conditions at BIA detention centers
A report that the Bush administration commissioned but is refusing to endorse cites poor conditions at Bureau of Indian Affairs detention facilities.

Shubnum assessed conditions at 39 out of 84 jails across Indian Country. The visits confirmed overcrowding, understaffing and health and safety risks to inmates and staff.

Shubnum spent two years developing the lengthy report, which includes photographic evidence of conditions at jails. But the Interior Department objected to its release and said it lacks "credibility" due to alleged errors.

The report cites a $8.4 million backlog in construction and rehabilitation of detention facilities. Staffing is not included in that figure.
