Arizona Gov. Jan Brewer (R) doesn't think tribes should be a formal part of the National Association of Attorneys General, a campaign consultant said.

Brewer believes tribal attorneys general can participate in the group on a "limited basis ... given the sovereign status of tribal governments," consultant J. Charles Coughlin told Legal Newsline.

But having them be a part of the "formal NAAG process seems to be unwise [and] overtly political," Coughlin said.

Brewer was responding to a call by Arizona Attorney General Terry Goddard to include tribal attorneys general in the group. "I hope they become a regular part of the NAAG organization," he told Legal Newsline, following a meeting in which tribal attorneys general were present.

Goddard, a Democrat, might be challenging Brewer for the governorship in 2010.
