Chief of questionable tribe charged with racketeering scheme
The leader of a questionable tribe is facing multiple charges for a racketeering scheme.

Chief Red Hawk, also known as Richard Lee Davis, was arrested on charges of racketeering, theft, forgery and tax evasion. He is being held in Oregon pending extradition to Colorado, where authorities say he and two other men used the Latgawa Native American Indian Tribe to sell fraudulent tax credits.

Davis's group is not federally recognized. The recognized Confederated Tribes of Siletz Indians of Oregon says the group is claiming a part of its heritage and territory.
