GOPs want to withhold UN dues

Republican leaders in the House are threatening to hold back $528 million in back dues owed to the United Nations unless President Bush will help the United States back out of an international war crimes treaty.

President Clinton signed the treaty to create the International Criminal Court in The Hague. The court would prosecute war crimes, genocide and crimes against humanity.

But the House leaders -- and the Bush administration -- oppose the court. The House wants legislation to exempt Americans from the jurisdiction of the court and Bush officials are trying to back out of it.
