The Japanese government says it won't object to indigenous subsistence whaling any longer.

The change in viewpoint should clear the way for a new quota for Inupiat Eskimo hunters in Alaska. They were devastated when the International Whaling Commission last month didn't extend the catch. Native hunters in Siberia were also affected by Japan's campaign against subsistence whaling.

The Bush administration has been lobbying the IWC to hold another vote.
