APRIL 10, 2001 With 85 percent of districts reporting, Peruvian Presidential favorite Alejandro Toledo is holding onto 37 percent of the vote. Former President Alan Garcia has 26 percent. Former Congresswoman Loures Flores has 24 percent. Since no candidate is likely to gain a majority of the vote, a run-off election is expected.
