Tribal leaders are disappointed with the Bush administration's decision to delay and scrap a set of land-into-trust regulations, said Ron Allen, Chairman of the Jamestown S'Klallam Tribe of Washington.

Allen, who is also Vice President of the National Congress of American Indians, said the delay shows the new administration is facing political pressure from states on trust lands.

The NCAI had urged Secretary of Interior Gale Norton to accept the rules. But after a four-month delay, Assistant Secretary Neal McCaleb last week signed a document proposing to withdraw them altogether.
