Councilman survives recall

John Blackhawk, treasurer for the Winnebago Tribe of Nebraska, survived an attempt to remove him from his position for temporarliy living off the reservation.

The tribe's constitution requires all council members live on the reservation. For a portion of his time as treasurer, Blackhawk lived on the neighboring Omaha reservation.

A vote was held Thursday in response to the issue. But a reported less than 100 eligible voters of the 3,900-member tribe turned out for the recall.

A similar recall effort removed Terry St. Cyr from his council position several years ago. Only the tribal council voted on the issue in his case.

Blackhawk was former Chairman of the tribe.
