Abramoff Scandal
Menominee Nation too poor to hire Jack Abramoff

The Menominee Nation was too poor to hire Jack Abramoff, a former chairman and legislator for the Wisconsin tribe said.

"In Jack's Washington, you had to pay to play -- and the Menominee tribe is a very poor tribe with limited resources," Michael Chapman said in an e-mail to The Milwaukee Journal-Sentinel. "It did not pay and it did not play."

But Chapman, as a Bureau of Indian Affairs official during the first three years of the Clinton administration, was able to hook Abramoff up with the Agua Caliente Band of Cahuilla Indians -- a successful California tribe that definitely had the means.

"I'm glad I was able to broker this relationship; little did I realize it would evolve into such a major contract!" Chapman wrote in an e-mail to Abramoff after the Agua Caliente signed on as a client.

Chapman's involvement was disclosed for the first time in the Senate Indian Affairs Committee's final report on Abramoff. The tie has the Forest County Potawatomi Tribe, a rival to the Menominee, calling for an investigation.
