Editorial: Off-reservation gaming still a threat

"As many communities around the state have found, the problems created by huge casinos often outweigh the benefits. Even a cash-strapped city like Oakland spurned a promise of a $30 million annual payment from the Lower Lake Rancheria-Koi Nation tribe rather than bear the traffic, public safety and legal concerns raised by opening another gambling hall. Indeed, five public agencies, including the cities of San Leandro and Alameda, also campaigned against the casino proposal.

But the Oakland plan has hardly stopped the desire by Indian tribes to open casinos anywhere in the Bay Area. There are two tribes seeking to build two casinos in Richmond, and a controversial plan to build a casino in a former cardroom in San Pablo, which has received the support of Gov. Arnold Schwarzenegger, remains alive."
