"California has a new problem: Indian casino sprawl.

Small tribes, who live far from the big-city action, want in on the gambling boom. But their distant reservations won't draw enough gamblers, so these tribes want to plunk down new casinos next to busy urban freeways.

In recent years, casinos were floated for Oakland, Richmond and San Pablo in the East Bay. Others were talked up in Rohnert Park and Petaluma in Sonoma County. All of the tribes came from miles away.

Assemblywoman Loni Hancock, a Berkeley Democrat whose district takes in a prime casino spot in San Pablo, wants to put the brakes on what's called 'reservation shopping.'"
