Agua Caliente compact survives first vote

The Agua Caliente Band of Cahuilla Indians barely cleared a vote on its new compact with the state of California.

The compact was approved by a one-vote margin in the state Senate. It now goes on to the state Assembly, where a vote could come as early as Thursday.

The deal allows the tribe to operate up to 5,000 slot machines and open a third casino. In exchange, the tribe will share a percentage of its slot revenues with the state.

Labor unions and some Democrats are opposing the deal because it doesn't contain any labor provisions.
