Pombo surprised by defeat of off-reservation bill


Rep. Richard Pombo (R-California) said he was surprised that his bill to restrict off-reservation gaming was defeated on Wednesday.

In a press statement, Pombo blamed Democrats for the failure. But he also said lobbyists representing the tribes were running around the hallways."

"I think it had an impact," he told reporters after the vote.

The roll call on H.R.4893 was 247 to 171. That was a clear majority of members of the House.

But since Pombo brought his bill under "suspension," it needed a two-thirds vote of the House to pass. It fell well short of that margin, with 16 Republicans joining 154 Democrats and 1 independent in voting no.

Pombo could bring his bill back under "regular order" but that would open it up for amendments and likely lead to a lengthy debate. Time is also running out in the 109th Congress.
