Plans for off-reservation casinos headed to DC

Tracking casino proposals across Indian Country.
Plans for two off-reservation casinos in Wisconsin have been sent to the Bureau of Indian Affairs in Washington, D.C.

The BIA's central office will review the environmental reviews and make final decisions on the casinos sought by the Menominee Nation and the St. Croix and Bad River Chippewa bands. The Menominees want a casino in Kenosha while the Chippewa bands have a joint project in Beloit.

The tribes submitted their application for a two-part determination under Section 20 of the Indian Gaming Regulatory Act. The process requires federal approval and the concurrence of the state governor.

Since IGRA was passed in 1988, only three tribes have won a two-part determination. Other tribes have tried but most were rejected by the state. A couple were rejected by the BIA.
