The Winnebago Tribe of Nebraska was passed over for a commercial casino in Iowa.

The tribe planned to spend $122 million on the Warrior Casino & Hotel in downtown Sioux City. But the Iowa Racing and Gaming Commission voted 3-2 to award the license to a $118.5 million facility that will be branded with the Hard Rock name.
