BIA allows compact for Shingle Springs Band to go into effect

The Bureau of Indian Affairs has allowed a new Class III gaming compact for the Shingle Springs Band of Miwok Indians in California to go into effect.

The compact lowers the revenue sharing rate at the Red Hawk Casino, which has not been performing as well as expected ever since it opened in 2008. But it also includes provisions, such as a restructuring of the tribe's debt, that appear to be outside of the scope of the Indian Gaming Regulatory Act

Lakes Entertainment has been managing the facility. But under an agreement announced last week, the tribe will pay $57.1 million to settle outstanding debts to the firm and will run the casino on its own.
