As many as 21,000 Native residential school students have yet to receive their share of a $2 billion settlement.
Canada agreed to pay about 78,000 former students to settle a lawsuit over sexual, physical, mental and other abuse. But a large number of claims are still being processed.
"I'm like a sheet in the wind. I'm being blown around," Garnet Tootoosis of the Day Star First Nation in Saskatchewan told CBC News.
Tootoosis said he filed his forms last September but hasn't received a check.
The government had promised to resolve most claims by the end of November 2007.
