Senate scraps energy bill for 2002 measure

The Senate voted 84-14 yesterday evening to pass last year's version of the energy policy bill.
The agreement came after the chamber became bogged down in a partisan dispute over the handling of the bill and President Bush's judicial nominees.
The text of the bill is H.R.6. Its section on Indian energy contains the same waiver of liability for energy projects developed under tribal resource regulations.
Last night, Sen. Pete Domenici (R-N.M.) said he will rewrite H.R.6 to include an Indian energy title. The Navajo Nation, the National Congress of American Indians and some tribes are opposing language that limits the Department of Interior's involvement in energy development.
In 2002, the Senate and House passed versions of an energy bill but were unable to craft a final product in a joint conference committee. The House version allows for oil and gas drilling in the Arctic National Wildlife Refuge.
