Racial tensions remain, says civil rights official

A regional director for the U.S. Commission on Civil Rights held meetings in the Shiprock, New Mexico, to listen to concerns about race relations.

Jim Dulles said he was "shocked" because the Shiprock school district is 90 percent Navajo yet controlled by non-Indians. �Navajos should direct the policies of the educational system," he was quoted by The Farmington Daily Times as saying. "That is not the case.�

Navajo leaders, educators, parents and others voiced concerns about the way education is handled in Shiprock. One complaint is that the school district is doing away with bilingual education programs.
