The Albany Times-Union doesn't think any of the commercial casino licenses in New York will go to tribal-affiliated projects.

The 17 applicants include Hard Rock International, which is owned by the Seminole Tribe of Florida, and the Mohegan Tribe of Connecticut. The paper places the odds on the Hard Rock project as 7-2, in the middle of the pack for the region near Albany, and on the Mohegan project as 5-1, also in the middle for the Catskills region.

The $300 million Hard Rock casino would be managed by Global Gaming Solutions, a subsidiary of the Chickasaw Nation of Oklahoma. The project site is on waterfront in Rensselaer, across the river from Alabany.

The $600 million Mohegan casino site is in the Catskills, a potentially lucrative region about 90 minutes north of New York City. The paper, however, believes it's unlikely that developers will want to build there if a license is awarded for a casino closer to the city.

The Seneca Nation is part of a project in a different region of the state but as a casino manager and not a developer. The paper puts the odds on that project as 6-1, the lower in the Southern Tier/Finger Lakes Region.

The New York Gaming Facility Location Board is scheduled to hear presentations from the casino bidders on July 21. The licenses are expected to be awarded in "Early fall," according to the board's website.
