Trust reform a big issue at NCAI conference

Trust reform was one of the major issues on the agenda at the 60th annual
National Congress of American Indians (NCAI) this week.
During the general assembly on Tuesday,
acting assistant secretary Aurene Martin and Jennifer Farley, a White House aide,
were criticized for the reorganization of the Bureau of Indian Affairs and the Bush administration's handling of the Cobell Indian trust fund lawsuit.
Tribal delegates said they have been excluded from efforts to fix the broken system.
On Wednesday, special trustee Ross Swimmer and a BIA employee spoke at a session on trust
reform. Lack of consultation, the loss of Indian preference and meager resources in the federal budget were some of the complaints voiced.
