Klamath dam operator told to add fish ladders

The Interior Department and the Commerce Department ordered the owner of four dams on the Klamath River to add fish ladders and other devices to aid salmon.

PacifiCorp wants to renew its federal license to operate the dams. But the cost of adding the ladders and other devices -- about $300 million -- is three times the cost of removing the dams.

Tribes in northern California and southern Oregon have advocated breaching. The tribes blame dwindling salmon runs on the dams, which are used to generate electricity for customers in six Western states.
